1. In June 2020, the Chinese authorities announced the Hainan Free Trade Port State Construction Project ("Masterplan"), a comprehensive plan to turn the entire island province into a Free Trade Port (FTP) - thus making the island China's largest special economic zone. The overarching theme of the plan is the liberalization of cross-border flows of trade, investment, capital, people, transport and data, in order to be regional competitors to Hong Kong and Singapore.

The idea of creating the Import from China website was born in 2007. If you wanted to import goods from China by searching the Internet, you could not find anything about it in Serbian language. For this reason, www.uvozizkine.com was created. In this way, we wanted to show that it is not some kind of ghost, and that you should not be afraid of it. We also wanted to highlight the scale of the Chinese economy and the affordability of Chinese goods.
We started collecting the data needed for imports from China in 2008, as well as registering Chinese companies. The process lasted two long years until finally on 31.10.2010. the site uvozizkine.com started working.
Safe trade
The basic idea was to make trade safe.
At that time Alibaba was not so well known and trading through Alibaba was quite stressful. For this reason, we counted several tens of thousands of companies that are on Alibaba, and which, in addition to Alibaba, also have an independent Chinese version of their site. Because it is one of the indicators of the quality and seriousness of the company. Today, 10+ years since then, you can see how many companies are still working, and how many of them, even though they were on Alibaba, no longer exist or at least don't have their own website. We don't know if it's a fraud or the collapse of the company, but you can see that 50% of the companies no longer have proper website links. The Belgrade Chamber of Commerce, which on Monday, in cooperation with the Serbian Association of Small and Medium Enterprises, gathered representatives of 46 companies from Taiwan in the capital of Serbia, recently has a "Chinese corner" or "Chinese corner" on its internet portal. .
This small online platform provides basic information about business opportunities with the People's Republic of China.
It was established in order to better represent the economy of Serbia, its investment potential, as well as overcoming barriers in business, and for the needs of Serbian and Chinese businessmen.
The "Chinese corner" is ready, the mission statement of this page reads, to assume the role of a bridge between these two countries and will strive to encourage contacts between Chinese and Serbian businessmen, as well as to improve business cooperation and discover new business opportunities.
p>The ultimate goal is to build a business platform for the cooperation of Chinese and Serbian businessmen with full support in the implementation of this cooperation.
Activities of the "Chinese Corner" include providing information related to investments and local conditions, assistance in understanding legislation, customs regulations and the banking system, consultations on investments in China and Serbia, familiarization with the advantages of investing in both countries, market research, assistance in sending invitation letters, assistance with the registration of companies and assistance in finding business opportunities, as well as gathering Serbian businessmen who are already doing business with the People's Republic of China for the purpose of exchanging experiences and support.
Purchasing from China – the most active online platform
Two sites in Serbia pay particular attention to the business of small and medium-sized companies, as well as individuals, with the People's Republic of China. It is about business m online platforms www.uvozizkine.com and www.kupovinaizkine.com.

The site www.kupovinaizkine.com, unlike its older brother who mainly supports wholesale purchases, helps to purchase Chinese goods at retail, using the services of "online" shopping directly from China.
For example, the new Internet platform provides complete information on the Chinese "online" shopping site Taobao, with complete instructions for its use.
In addition to the Taobao site, on this Internet platform you can also find instructions for "online" purchases through other large Chinese sites, such as: tmall.com, joyo.com, 360buy.com and others.
Since this year, the site has entered into an agreement with the trading company "Guangzhou Gabriel Import Export Co. LTD". The company is located in Guangzhou, one of the leading economic cities of China. The main activity of the company is assistance with the purchase of goods from China. The owner and founder of the company is Mr. Josip Glušac, so all arrangements regarding procurement, inspection, purchase of goods and other things can be done by website visitors in the Serbian language.

Knowledge as the foundation of success
What sets us apart from other agents, not only domestic but also worldwide, is that we have formal education in the field we deal with. Mr. Glušac is a graduate in economics who for his final thesis covered the topic of how to lobby in the People's Republic of China. Therefore, it is not surprising that he lives and works in China today. Apart from the Chinese Mr. Glušac also speaks English and German. Since he graduated in economics from an international university, his work was written in English.

How entities working within China could and should represent their interests
Although we all refer to lobbying almost on a daily basis, there are vast differences in understanding this phenomenon. Even among researchers and experts there is no single, generally accepted definition. The broadest understanding of it covers public or private impact upon decision makers by anyone. The most narrow definition, however, recognizes lobbying as an interaction between professional lobbyists and law-makers and other politicians. Interestingly enough, most people are not aware that each of us performs some lobbying in our professional and private life almost daily.
There is generally a strong bias against lobbying, as often it is identified with undue influence on public decisions in favor of some particular interest – not necessarily conducive to the legitimate public interest. Even more, many people subconsciously link lobbying with corruption. Admitting that this is not so infrequently the case, one should draw a clear line of distinction: legitimate and ethical lobbying is an important mechanism of vibrant democracies, while when corruption in any form is practiced, we are not talking about lobbying, but about crime . Since many cases of corruption remain unproven, and its perpetrators remain unpunished, especially politicians and the media tend to maintain a negative attitude on lobbying, and - for populist reasons - often exaggerate when evaluating the actual impact of lobbyists on the adoption of laws by parliaments and other public regulators. This has been proven by independent research, although for several reasons empirical research on lobbying remains rather modest. The reasons for this are that neither lobbyists, nor the organizations hiring them, let alone the lobbied decision makers, are happy to publish details about their lobbying activities.
We distinguish between three categories of lobbying:
- legal (when no law is being broken);
- legitimate (when lobbyists fully respect their association's codes of conduct);
- ethical (when public interest is not being harmed).
The maturity of a democracy can be evaluated by the relationship among these categories of lobbying being exercised in a country.
Experts are claiming that successful interest representation and lobbying takes into account the cultural and political context in which it is conducted. China is increasingly becoming the global player whom nobody being in any way active in world business and politics could afford to ignore. This article is not referring to interaction with China at the international scene, but rather how entities working within China could and should represent their interests – including by modern techniques of lobbying.
The following question is being raised: is it really that different in China, than lobbying in other parts of the world? And further: how much do we have to understand the entire Chinese cultural and political context in order to be successful in our lobbying efforts? Therefore, the article briefly presents the country's political decision-making structure: the Party, the Parliament, the Government, and the Army. On that basis, one can better perceive the environment in which interest representation and lobbying are conducted in this big country – where hierarchy has always been the first and undisputed principle, not for centuries, but for millennia.
What does this mean for internal and external lobbyists? Is the traditional principle of "guanxie" (connections) still as important as it was in the past? And if so, how does it work in present conditions? The genuine answer is that lots have changed indeed, but success in lobbying will still depend on whether and to what extent lobbyists have recognized and adapted to the blend between old and new in each specific case of lobbying.
Most business associations in China belong to the following two categories: chambers of commerce and industry-specific associations. The most influential chamber of commerce in China is the All-China Federation of Industry and Commerce, which primarily represents large private enterprises.
Although industry associations are often not completely independent, this does not imply that they are useless to their members. Because of China's political environment, associations typically sacrificed part of their autonomy in order to gain recognition, access and official status, which contributes to their ability to productively serve their members.
Responsibility for liaising with the government has usually rested on the shoulders of the company's chief owner or CEO, but in the last ten years, companies have developed specialized staff to deal with the government (Public Affairs Officers – in line with Western practice ). This was introduced by multinational companies, but Chinese companies also began to follow suit. Not surprisingly, many of these officers are themselves former government and CPC officials. They may be hired to lobby their former colleagues, but it is equally likely to appreciate them for their basic knowledge of navigating the Chinese bureaucratic maze and helping in interactions with officials. The "Rotating Doors" restrictions are not yet introduced.
Business lobbying goals are also evolving, and becoming part of the usual corporate communication effort. Companies generally confront officials in ministries and commissions at the State Council. Each company will face any part of the bureaucracy that has some responsibility for issues that affect its business.
Most Sinologists confirm that lobbying has become a normal aspect of all areas of Chinese public life, including politics. At the same time, experts maintain that openness has brought about greater accessibility of decision-makers for lobbyists, while it is not always easy to figure out who should be targeted. Therefore, the lobbying approach in China requires proper preparatory research, and this is where hiring locally-based professional lobbyists could be a justified investment. This of course isn't necessary when a foreign organization goes together with an influential Chinese partner.
For those who are new to China, lobbying could be a major challenge. There are important differences when lobbying in China - compared to Europe and the USA.
Many of the techniques used there are equally applicable in China, although with some adjustments. Here are some general advice:
- when lobbying do not overlook the Chinese public interest;
- hiring professional lobbyists may not be as straightforward, but there are ways to engage a person (a Guangxi broker) in the relevant decision-making structures, which can be very productive;
- developing long term relationships with decision-makers or relevant influential people is probably more important than elsewhere;
- involving an appropriate chamber or industry association is usually helpful;
- engaging the media is an advisable approach.
Undoubtedly, interest representation and lobbying will continue to develop until reaching the same level of importance as in other major countries around the globe. This is going to offer more opportunities for lobbying by domestic and foreign entities, but it is equally likely that some specific characteristics related to Chinese culture and traditions will remain an element which could in some cases be decisive for the outcome of a particular lobbying activity.

The interview of Mr. Glušac for CRI Croatia
One tourist visit to the People's Republic of China was enough for Josip Glušac to decide to live and work in this most populous country in the world, and he also became a very successful entrepreneur. Everything happened 12 years ago, in February 2009, when Josip landed at the international airport in Beijing with a return plane ticket and 1,000 euros in his pocket.
"Many people in Croatia talked about how cheap China is and how you can live quite lavishly there with little money. However, it was not like that. Namely, an overnight stay without breakfast in a mid-range hotel in Beijing cost 50 euros, which is recognized "It's not very cheap," says Josip Glušac, adding: "My idea was to travel to China, but with 1,000 euros available for a three-month stay in China (that's how my return ticket from Frankfurt was), it was not very easy to do." I arrived in Beijing in February 2009, it was cold and snowing, so I thought I would return to Croatia much earlier than planned. After two days of freezing in Beijing, I saw a report on the city of Sanya on the island of the same name. It was a real summer there, the temperature was 28 degrees Celsius. I went to the airport the next day and flew to the city of Sanya. When we landed, that was when I took my first breath tropical air, I knew it was it. I quickly found a hostel where I stayed for a few days until I found a more suitable accommodation for a longer stay in this beautiful city. I spent three months trying to hang out with as many Chinese as possible and learn about their life and culture. During the day, I mostly stayed at the beach and swam in the sea, played beach volleyball, and in the evening we hung out with a barbecue on the street and enjoyed the specialties of the area. Three months in the city of Sanya flew by in an instant and I had to return home, but I immediately knew that I wanted to return sooner, which I did in the same year, but this time I hoped to stay longer and find some kind of work," he says. in one breath Josip Glušac.
By the way, Josip Glušac finished high school in Otočac, and then went to Varaždin, where he studied at the Faculty of Organization and Informatics (FOI) and obtained a degree in computer science in 2008.
After returning to China, he first worked for an American in marketing, where he met his current wife. However, that second arrival in China did not last long.
"Together with my wife, we are returning to the Republic of Croatia in the second half of 2010 in the hope that we will succeed in starting some kind of business. These efforts of mine proved to be impossible, so in 2011 we are returning to China and opening the first company "Guangzhou Gabriel Import & Export Co., LTD". The company was engaged in the export and import of various goods and services from the People's Republic of China. In order to expand our business, we very quickly opened a company in Hong Kong which we named "Aoluola International Trade Limited", and finally, in 2019. in the year we opened a company in the city of Sanya under the name "Sanya Gabriel Import & Export Co., LTD". Namely, the entire province of Hainan becomes a Free Trade Port, so it was logical to move the business from Guangzhou to Sanya, where we have been living all these years", says Josip Glušac.
This young entrepreneur settled down with his family in a city he fell in love with the first time he saw it.
"Sanya is a fantastic little city where my children were born and which I consider my new home. I have traveled to various parts of China, but Sanya is still my favorite place. For those who have not been here, it will be enough for me to say how this island is called the Chinese Hawaii", says Josip.
His company has been operating successfully for a decade, and he almost didn't even feel the situation with the pandemic caused by the coronavirus.
"During the ten years that I have been involved in international trade, I have gained enormous experience working with various people from all over the world. My motto is speed, quality, because if necessary from the Nationale of the Republic of China, and it is produced in China, I will certainly find it for my clients. My job is extremely interesting, because I always work with new products, about which I have to learn a lot, which breaks the monotony of office work. Factory inspections and product quality checks that we do for our clients are also interesting, and thus we get to know the production process of various products and devices. Although 2020 was marked by the situation with COVID-19, it was not too bad for me. For example, in that period my traffic was weaker by only ten percent compared to 2019. Otherwise, life during the pandemic caused by the coronavirus on Hainan Island was perfectly fine. Namely, we had only two months of strict measures, which we all followed in a disciplined manner and we got rid of the virus. In the city of Sanya alone, only 55 cases of infection were recorded, and on the entire island of Hainan, where nine million people live, there were less than 200 cases of infected people. I have to admit that the Chinese handled the whole situation very well," emphasizes Glušac.
Josip's company imports from many countries, including the Republic of Croatia.
"We have been importing Croatian wines for seven years, and we have an assortment from five different wineries from Croatia. However, I must say that this job is not easy at all, and that without a national strategy and the association of winemakers, it will not be possible to make it bigger, more significant successes on the Chinese market. So far I have imported from wineries: Bodren from Hum na Sutla, Jako-Stina from the island of Brač, Pahlinić from the peninsula of Pelješac and Kalazić from Zmajevac in Baranja (near Osijek). we cooperate very well, and their wine is highly recommended. At the same time, I must mention that there are many other excellent wineries in Croatia, with which we have been in contact, but so far we have not imported," says Josip Glušac.
Josipa from Sanya to his native Lika is separated by thousands of kilometers. How often do you visit Croatia and how do you communicate with family and friends?
"We don't go to Croatia often. The last time I was there was in 2019. However, I often hear from family and friends, usually through the WeChat app or some other communication apps," says Josip.
In addition to successfully running the company, Josip also continued his education in distant China.
"That's right. In the meantime, I studied again and got a bachelor's degree in economics. Then I continued my education at a master's degree and last year I got a master's degree on the subject of "How to lobby in the People's Republic of China". We simply have to always learn and improve. , in order to be as professional and successful as possible. The direction of my master's study was international business, which I have been doing all these years, which helped me a lot with my master's degree. I prepared an article on the topic "How to lobby in the Republic of China". professor Dr. Boris Cizelj, which was published in Wall Street International magazine," concluded Josip Glušac.
