Mr. Glušac has a master’s degree in economics. His thesis was titled "How to Lobby in China". He currently lives in China with his wife, Xiaobo Liu, where they have been residing since 2009.

Recognizing the growing need for reliable sourcing and shipping from China, Mr. Glušac established Guangzhou Gabriel Import and Export Trade Co., Ltd. in 2011.

In 2013, Gabriel Group partnered with www.uvozizkine.com, a leading resource for importers from China in Croatia, Serbia, Bosnia, and Montenegro. As of January 1, 2020, Gabriel Group is the official owner of the website.

In 2017, Mr. Josip Glušac and Mrs. Xiaobo Liu founded Aoluola International Trade Limited in Hong Kong to expand their business and reach global markets.

In June 2020, the Chinese government announced the Hainan Free Trade Port Masterplan, an ambitious project to transform the entire island province into China’s largest free trade zone, aimed at competing with Hong Kong and Singapore. Anticipating this shift, in 2019 we moved our operations from Guangzhou to Hainan, Sanya City, and established Sanya Gabriel Import & Export Co., LTD.

The idea to create the Import from China website came about in 2007. At that time, if you wanted to learn how to import goods from China online, there was almost no information available in Serbian. That’s why www.uvozizkine.com was created — to show that importing from China is not mysterious or risky, and there’s no reason to be afraid. We also wanted to highlight China’s economic scale and the affordability of its products.

The project was founded and developed by Miroslav Mihić to help individuals and companies in Serbia understand how trade with China works in practice.

We started collecting data for importing from China in 2008 and registering Chinese companies. After two long years, on October 31, 2010, uvozizkine.com officially went online.

From 2012 to 2020, I worked with three companies whose owners are from this region but operate in China, including Mr. Josip Glušac's Gabriel Group. Since 2020, I have been collaborating exclusively with Mr. Josip Glušac — his team handles factory visits, product inspections, and quality control directly in China, while I, Miroslav Mihić, continue to manage and edit the entire uvozizkine.com website from Serbia.

Our Main Goal

Our goal has always been to make trading with China safe, transparent, and straightforward. We want businesses and individuals to navigate the process with confidence.

Chinese Companies

Back in 2007, Alibaba was not as popular, and trading through it could be stressful. To help, we compiled a list of tens of thousands of companies on Alibaba that also had their own independent websites in China. Having a separate website is a key indicator of reliability and seriousness.

Over a decade later, you can see which companies remain active and which have disappeared. Around 50% no longer have functioning websites. Whether due to fraud or business failure, the data speaks for itself. You can browse all registered companies in our main menu under “Chinese firms”, organized by category.

I have personally maintained and expanded this database over the years, continuously checking each company’s status and updating information to ensure accuracy.

Presentation of Chinese Products

We aim to showcase new and interesting products that are still relatively unknown — items that could inspire someone to start their own business. You can explore these in the “Products” section in the main menu.

Growing Platforms for Cooperation

Data on cooperation can be found in the "Chinese Corner" of the Belgrade Chamber of Commerce.

The Belgrade Chamber of Commerce, in cooperation with the Serbian Association of Small and Medium Enterprises, recently created a "Chinese Corner" on its portal. This platform provides basic information about business opportunities with the People's Republic of China.

It was created to better represent Serbia’s economy, its investment potential, and to help Serbian and Chinese businessmen overcome barriers in trade.

The mission of the "Chinese Corner" is to act as a bridge between the two countries, encouraging contact between Chinese and Serbian businessmen, improving cooperation, and discovering new opportunities.

The ultimate goal is to build a business platform supporting cooperation between Chinese and Serbian companies with full assistance in implementation.

Activities include providing information about investments and local conditions, guidance on legislation, customs, and banking, consultations on investments in China and Serbia, market research, help with invitations and company registration, and support for Serbian businessmen already working with China to exchange experience.

Purchasing from China – the most active online platform

Two Serbian sites focus on business between small and medium-sized companies, and individuals, with China: www.uvozizkine.com and www.kupovinaizkine.com.

Both platforms are managed by entrepreneur Miroslav Mihić, who created these websites to simplify cooperation with the Chinese economy, based on his own experience starting import business.

On these sites, users can find customs regulations, explanations about Chinese company pricing policies, product and service offers, detailed company information, Chinese embassies in Serbia and the region, general info about China, and currency exchange rates, all in Serbian.

The site www.kupovinaizkine.com, unlike its older brother, focuses on retail purchases from China through online shopping.

It provides complete guidance for using Chinese e-commerce sites such as Taobao, and instructions for other platforms like tmall.com, joyo.com, 360buy.com, and more.

Voditelj 1 (08:51): Često smo svedoci da mnoge firme kako kod nas tako i u svetu mogu da nastanu i nestanu preko noći. I pri tom ostave nezadovoljne kupce. Da li takvih firmi ima u Kini?

Miroslav Mihić (09:04): Firme koje stoje kod mene na sajtu već više od godinu dana su može se reći pouzdane firme, jer prevaranske firme se otvore i u roku od 3 do 6 meseci se zatvore.

Miroslav Mihić (09:18): Ti sajtovi koji predstavljaju prevaranske firme. Jer oni skupaj određeni broj kupaca, skupe određenu količinu novca i kada smatraju da je dovoljno, oni jednostno zatvore radnju i vi njih posle višu nikad ne možete da pronađete.

Voditelj 1 (09:35): Miroslova Mihića pitali smo i na koji način je on pokušao da proveri firme sa kojima sarađuje?

Miroslav Mihić (09:40): Pa ja sam bio, kada sam otvorio sajt u kineskoj ambasadi, da ih pitam, da li oni imaju kao mi APR i kako da saznam da li je neka firma lažna ili stvarna.

Host 1 (00:14): As you probably already know, most of the products we buy in stores under various global brand names actually come from China. Today we will talk about what is sold in Serbia and how you can buy directly from the country whose economy currently ranks second in the world.

Host 2 (00:32): The economy of the People's Republic of China is the second largest in the world after the United States, with a GDP of 9.8 trillion dollars.

Host 1 (00:42): It is also the fastest-growing major world economy, with an average annual growth of 10% over the last 30 years.

Host 1 (00:50): Nominal GDP per capita is 7,400 dollars, still low by global standards but rapidly increasing.

Host 1 (00:58): 70% of China's GDP comes from the private sector.

Host 1 (01:02): A smaller portion comes from large state-owned enterprises that mainly deal with energy, heavy industry, and public utilities.

Host 1 (01:09): GDP consists of industry, services, and agriculture.

Host 2 (01:13): In 1978, the government of the People's Republic of China began reforms from a centrally planned socialist economy to a market-oriented economy with strong state influence and the Chinese Communist Party.

Host 2 (01:26): This system has been called socialism with Chinese characteristics, market socialism, and red capitalism.

Host 2 (01:35): The reforms since 1978 have economically empowered the Chinese and lifted them above the poverty line.

Host 2 (01:44): From the beginning of the reforms, the authorities reformed agriculture.

Host 2 (01:47): Large collective farms were transformed into small private plots with accompanying small businesses that supported agricultural development.

Host 2 (01:55): Foreign investments and employment of educated foreign managers were allowed, bringing experience from the West.

Host 2 (02:03): These government measures led to the desired results.

Host 2 (02:06): A new system was created enabling the rise of purchasing power, living standards, and productivity.

Host 1 (02:13): The government also turned to international trade as a strong driver of economic growth.

Host 1 (02:18): Chinese officials publish results showing that GDP has increased tenfold since 1978.

Host 1 (02:25): Most Western experts believe that China’s economic growth actually gained momentum between 1989–2000, when the economy began to privatize, and small and medium-sized family enterprises joined heavy industrial factories.

Host 2 (02:45): China’s total trade exchange exceeds one billion dollars annually.

Host 2 (02:49): By the end of 2004, China became the third largest trading power in the world after the United States and Germany.

Host 2 (02:57): China’s largest foreign trade partners are Japan, the United States, South Korea, Germany, Singapore, Malaysia, Russia, and the Netherlands.

Host 2 (03:07): Although Serbia is not among the countries with the largest foreign trade with China, this is only because our economy is not at the level of these countries.

Host 2 (03:16): But our market certainly imports goods from China.

Host 1 (03:20): How the Chinese trade with Serbians and what we need the most from this country, you will hear in the continuation of "Looking Towards Asia".

Host 1 (07:01): The country that cannot be left unmentioned when discussing trade and exports is, of course, China.

Host 1 (07:07): This most populous country in the world has become a global export champion, as last year its export value reached 746 billion euros, or 85 million euros per hour.

Host 1 (07:20): China overtook Germany as the top exporter in the world, which had held the top spot in recent years.

Host 1 (07:26): German officials claim this news does not affect them, and on the other hand, the Chinese are not overly excited because they must encourage domestic consumption and strengthen the yuan.

Host 1 (07:37): Chinese products can be found in all countries, including Serbia.

Host 1 (07:43): Our buyers often complain about Chinese goods because they think the low prices are due to poor quality.

Host 1 (07:51): However, the Chinese have appropriate products for every market.

Host 1 (07:55): They are known for being patient and excellent traders.

Host 1 (07:59): Owner of the local website www.uvozizkine.com, Miroslav Mihic, has many years of experience with Chinese traders.

Host 1 (08:06): We asked him how the Chinese trade.

Miroslav Mihic (08:09): They are considerate. They will always try to sell you the product.

Miroslav Mihic (08:15): Whatever you want, they will try to sell you their product.

Miroslav Mihic (08:20): I’ll give an example with cups that they explained to me.

Miroslav Mihic (08:23): If a Chinese seller has a cup that costs 5 dollars and you want to buy it for 3 dollars, the seller will not simply refuse.

Miroslav Mihic (08:35): Instead, they will say, "Wait, let me see."

Miroslav Mihic (08:39): Let's make this cup a bit smaller, a bit thinner.

Miroslav Mihic (08:42): Here it is, now the cup costs 3 dollars.

Miroslav Mihic (08:45): I can sell this cup to you for 3 dollars.

Miroslav Mihic (08:50): That’s how they negotiate.

Host 1 (08:51): Often we witness that many companies can appear and disappear overnight, leaving dissatisfied customers. Are there such companies in China?

Miroslav Mihic (09:04): The companies listed on my website for over a year can be considered reliable because scam companies open and close within 3–6 months.

Miroslav Mihic (09:18): Those sites represent scam companies. They gather a number of customers, collect money, and when they think it’s enough, they simply close the shop and you can never find them again.

Host 1 (09:35): We also asked Miroslav Mihic how he tried to verify the companies he works with.

Miroslav Mihic (09:40): When I launched the website, I went to the Chinese embassy to ask whether they have something like our Business Register (APR) and how to find out if a company is real or fake.

Miroslav Mihic (09:53): However, they told me they do not have a unified system like ours and cannot confirm if a company is real or fake.

Miroslav Mihic (10:04): This is the same worldwide.

Host 1 (10:06): However, Miroslav Mihic has long successfully cooperated with Chinese companies that are very interested in our market,

Miroslav Mihic (15:33): he asked me to help because I speak English better than he does, and to assist with importing the goods.

Miroslav Mihic (15:40): That’s when I contacted Chinese sellers and manufacturers, and we managed to complete the trade.

Miroslav Mihic (15:46): However, I realized there were no websites in our language about this topic

Miroslav Mihic (15:53): explaining how to actually import goods from China.

Miroslav Mihic (15:56): I wanted to show people that it’s not difficult and that almost anyone can do it, so I created uvozizkine.com.

Miroslav Mihic (16:44): I think over the past 3–4 years I reviewed between 50 and 100,000 Chinese websites, and chose about 10–15 to feature on the site.

Miroslav Mihic (17:04): From, I don’t know, plastic flowers to brush bristles, to, I don’t know, ATVs, four-wheeled vehicles,

Host 1 (21:21): How the Chinese economy works and develops you probably know, but did you know that China also leads in online markets? When you want to buy and order something from China, many websites will open for you.

Host 1 (21:37): But the only local website dealing with imports from China is exactly this one, uvozizkine.com.

Host 1 (21:44): The founder of the site is Miroslav Mihic, who told us which Chinese sites have everything you’re interested in.

Miroslav Mihic (21:52): The largest online shopping site is Taobao.

Miroslav Mihic (21:56): The site ranks around 10th or 11th in the world and has about 370 million registered users.

Miroslav Mihic (22:06): It has about 50 million unique visitors daily.

Miroslav Mihic (22:10): About 500 purchases are made per second on Taobao.

Miroslav Mihic (22:22): Sellers on Taobao compete to get higher rankings and push their product prices as low as possible.

Miroslav Mihic (22:32): Yesterday I saw shorts for 1 dollar, what can I say.

Host 1 (22:35): But there is one problem when buying from our region.

Knowledge as the Foundation of Success

Our difference lies in our expertise. Mr. Glušac holds a degree in economics and explored lobbying in China in his thesis. Living and working in China today, he combines academic insight with practical experience. He speaks Chinese, English, and German, and his thesis was written in English at an international university.

Here, we present a portion of his work.

How entities working within China could and should represent their interests

Although we all refer to lobbying almost on a daily basis, there are vast differences in understanding this phenomenon. Even among researchers and experts there is no single, generally accepted definition. The broadest understanding of it covers public or private impact upon decision makers by anyone. The most narrow definition, however, recognizes lobbying as an interaction between professional lobbyists and law-makers and other politicians. Interestingly enough, most people are not aware that each of us performs some lobbying in our professional and private life almost daily.

There is generally a strong bias against lobbying, as often it is identified with undue influence on public decisions in favor of some particular interest – not necessarily conducive to the legitimate public interest. Even more, many people subconsciously link lobbying with corruption. Admitting that this is not so infrequently the case, one should draw a clear line of distinction: legitimate and ethical lobbying is an important mechanism of vibrant democracies, while when corruption in any form is practiced, we are not talking about lobbying, but about crime . Since many cases of corruption remain unproven, and its perpetrators remain unpunished, especially politicians and the media tend to maintain a negative attitude on lobbying, and - for populist reasons - often exaggerate when evaluating the actual impact of lobbyists on the adoption of laws by parliaments and other public regulators. This has been proven by independent research, although for several reasons empirical research on lobbying remains rather modest. The reasons for this are that neither lobbyists, nor the organizations hiring them, let alone the lobbied decision makers, are happy to publish details about their lobbying activities.

We distinguish between three categories of lobbying:
- legal (when no law is being broken);
- legitimate (when lobbyists fully respect their association's codes of conduct);
- ethical (when public interest is not being harmed).

The maturity of a democracy can be evaluated by the relationship among these categories of lobbying being exercised in a country.

How to lobby in ChinaExperts are claiming that successful interest representation and lobbying takes into account the cultural and political context in which it is conducted. China is increasingly becoming the global player whom nobody being in any way active in world business and politics could afford to ignore. This article is not referring to interaction with China at the international scene, but rather how entities working within China could and should represent their interests – including by modern techniques of lobbying.

The following question is being raised: is it really that different in China, than lobbying in other parts of the world? And further: how much do we have to understand the entire Chinese cultural and political context in order to be successful in our lobbying efforts? Therefore, the article briefly presents the country's political decision-making structure: the Party, the Parliament, the Government, and the Army. On that basis, one can better perceive the environment in which interest representation and lobbying are conducted in this big country – where hierarchy has always been the first and undisputed principle, not for centuries, but for millennia.

What does this mean for internal and external lobbyists? Is the traditional principle of "guanxie" (connections) still as important as it was in the past? And if so, how does it work in present conditions? The genuine answer is that lots have changed indeed, but success in lobbying will still depend on whether and to what extent lobbyists have recognized and adapted to the blend between old and new in each specific case of lobbying.

Most business associations in China belong to the following two categories: chambers of commerce and industry-specific associations. The most influential chamber of commerce in China is the All-China Federation of Industry and Commerce, which primarily represents large private enterprises.

Although industry associations are often not completely independent, this does not imply that they are useless to their members. Because of China's political environment, associations typically sacrificed part of their autonomy in order to gain recognition, access and official status, which contributes to their ability to productively serve their members.

Responsibility for liaising with the government has usually rested on the shoulders of the company's chief owner or CEO, but in the last ten years, companies have developed specialized staff to deal with the government (Public Affairs Officers – in line with Western practice ). This was introduced by multinational companies, but Chinese companies also began to follow suit. Not surprisingly, many of these officers are themselves former government and CPC officials. They may be hired to lobby their former colleagues, but it is equally likely to appreciate them for their basic knowledge of navigating the Chinese bureaucratic maze and helping in interactions with officials. The "Rotating Doors" restrictions are not yet introduced.

Business lobbying goals are also evolving, and becoming part of the usual corporate communication effort. Companies generally confront officials in ministries and commissions at the State Council. Each company will face any part of the bureaucracy that has some responsibility for issues that affect its business.

Lobbying in China - master thesisMost Sinologists confirm that lobbying has become a normal aspect of all areas of Chinese public life, including politics. At the same time, experts maintain that openness has brought about greater accessibility of decision-makers for lobbyists, while it is not always easy to figure out who should be targeted. Therefore, the lobbying approach in China requires proper preparatory research, and this is where hiring locally-based professional lobbyists could be a justified investment. This of course isn't necessary when a foreign organization goes together with an influential Chinese partner.

For those who are new to China, lobbying could be a major challenge. There are important differences when lobbying in China - compared to Europe and the USA.

Many of the techniques used there are equally applicable in China, although with some adjustments. Here are some general advice:

  • when lobbying do not overlook the Chinese public interest;
  •  hiring professional lobbyists may not be as straightforward, but there are ways to engage a person (a Guangxi broker) in the relevant decision-making structures, which can be very productive;
  •  developing long term relationships with decision-makers or relevant influential people is probably more important than elsewhere;
  • involving an appropriate chamber or industry association is usually helpful;
  • engaging the media is an advisable approach.

Undoubtedly, interest representation and lobbying will continue to develop until reaching the same level of importance as in other major countries around the globe. This is going to offer more opportunities for lobbying by domestic and foreign entities, but it is equally likely that some specific characteristics related to Chinese culture and traditions will remain an element which could in some cases be decisive for the outcome of a particular lobbying activity.

The Interview of Mr. Glušac for CRI Croatia

One tourist visit to the People's Republic of China was enough for Josip Glušac to decide to live and work in this most populous country in the world. He also became a successful entrepreneur. This all happened 12 years ago, in February 2009, when Josip arrived at Beijing International Airport with a return ticket and just 1,000 euros in his pocket.

"Many people in Croatia said that China is very cheap and that one could live comfortably with little money. But that was not the case. Even a night in a mid-range hotel in Beijing without breakfast cost 50 euros, which is not exactly cheap," says Josip Glušac. He continues: "My plan was to travel to China with 1,000 euros for a three-month stay. It wasn’t easy. When I arrived in Beijing in February, it was cold and snowy, and I thought I might return to Croatia earlier than planned. After two freezing days, I saw a report about the city of Sanya on Hainan Island. It was summer there, with temperatures around 28 degrees Celsius. The next day I took a flight to Sanya. The moment I landed and felt the tropical air, I knew this was the place for me. I quickly found a hostel to stay for a few days before securing a longer-term accommodation. I spent three months immersing myself in the local culture, meeting as many people as possible, learning about their life and customs. During the day, I spent most of my time on the beach, swimming and playing volleyball. Evenings were filled with street barbecues and local delicacies. The three months in Sanya flew by, and I had to return home, but I immediately knew I would come back the same year, this time hoping to stay longer and find work," he says.

Josip Glušac completed high school in Otočac and later studied at the Faculty of Organization and Informatics (FOI) in Varaždin, graduating with a degree in computer science in 2008.

After returning to China, he initially worked in marketing for an American company, where he met his future wife. However, this second stay in China was brief.

"Together with my wife, we returned to Croatia in the second half of 2010, hoping to start a business there. These efforts proved unsuccessful, so in 2011 we returned to China and founded our first company, Guangzhou Gabriel Import & Export Co., LTD, which focused on importing and exporting various goods and services. To expand further, we quickly opened a company in Hong Kong called Aoluola International Trade Limited. Finally, in 2019, we established Sanya Gabriel Import & Export Co., LTD in the city of Sanya. The whole province of Hainan became a Free Trade Port, so relocating our business from Guangzhou to Sanya was a logical step. We have been living here ever since," explains Josip.

This young entrepreneur settled with his family in a city he fell in love with at first sight.

"Sanya is a fantastic small city where my children were born, and it has become our home. I have traveled to many parts of China, but Sanya remains my favorite. For those who haven’t visited, it’s often called the Chinese Hawaii," Josip says.

His company has been thriving for over a decade, and the pandemic had minimal impact on his business.

"Over the ten years I have been involved in international trade, I have gained immense experience working with people from all over the world. My motto is speed and quality. If a product is made in China and required by a client, I will find it. My work is very interesting because I constantly deal with new products, which keeps the routine at bay. Factory inspections and quality control are also fascinating, as they allow me to understand the production process in depth. Although 2020 brought COVID-19, the impact on my business was minor—sales were down only about ten percent compared to 2019. Life in Hainan during the pandemic was quite normal. We only had two months of strict measures, which everyone followed diligently, and the virus was quickly contained. In Sanya alone, only 55 cases were recorded, and across Hainan Island, home to nine million people, there were fewer than 200 cases. I must admit the Chinese authorities handled the situation very well," emphasizes Glušac.

Josip’s company imports goods from many countries, including Croatia.

"We have been importing Croatian wines for seven years, working with five wineries so far. This is not an easy task, and without a national strategy and active winemakers’ associations, achieving significant success in the Chinese market would be difficult. So far, we have imported from Bodren (Hum na Sutla), Jako-Stina (island of Brač), Pahlinić (Pelješac peninsula), and Kalazić (Zmajevac in Baranja near Osijek). We cooperate very well with them, and their wines are highly recommended. There are many other excellent Croatian wineries we are in contact with, but we have not imported from them yet," Josip Glušac explains.

Being thousands of kilometers away from his native Lika, Josip rarely visits Croatia. How does he keep in touch with family and friends?

"We don’t go to Croatia often. The last visit was in 2019. I usually stay in touch with family and friends through WeChat or other messaging apps," he says.

Besides running his business successfully, Josip also pursued further education in China.

"I continued studying and earned a bachelor's degree in economics. Later, I completed a master's degree in international business. Last year, I obtained another master’s degree focusing on 'How to Lobby in the People’s Republic of China.' Continuous learning is essential to stay professional and successful. I even prepared an article on 'How to Lobby in China,' under Professor Dr. Boris Cizelj, which was published in Wall Street International magazine," concludes Josip Glušac.
